Living in the Fifth Settlement

A guide to the oldest and most built-out part of New Cairo.

When people say they are looking in New Cairo, the Fifth Settlement is usually the place they mean. It is the oldest and most built-out of the city’s three original settlements — the one where the first compounds went up, where Road 90 runs, and where most of the district’s schools, offices, clinics and retail eventually settled. Two decades on, it is less a new suburb than an established address that the rest of New Cairo grew outward from.

Where is the Fifth Settlement?

New Cairo was established in 2000 in the desert east of the Cairo Ring Road, and was planned as three towns: the First, Third and Fifth Settlements. The Fifth is the largest of them by area, and the one that filled in fastest.

Its spine is Road 90 — Teseen Street — which runs the length of the settlement and is usually described in two halves, North Teseen and South Teseen. Almost everything commercial sits on or just off it: bank headquarters, malls, restaurants, medical centres and most of the district’s office stock.

Around that spine sit the residential quarters, still known by their planning names — Narges, Yasmine, Lotus, Qarnfel, Andalus, Choueifat, West Golf and the Diplomats’ quarter — and, further out, the gated compounds that most listings refer to. The American University in Cairo’s New Cairo campus sits inside the settlement, off Road 90.

For getting around: the Ring Road connects the settlement westward to Nasr City and Heliopolis, and the Suez Road and Middle Ring Road run east toward the New Administrative Capital. Journey times vary a great deal by hour and by which pocket you start from.

Why buyers choose the Fifth Settlement

  • It is finished, not promised

    Roads, utilities, schools, hospitals and retail are built and running. Buying here is buying into infrastructure that already exists, which is a different proposition from buying into a masterplan.

  • Everything is on one street

    Road 90 concentrates banking, healthcare, dining, schooling and offices into a single corridor. For most residents, daily life does not require leaving the settlement.

  • Schools and universities

    Alongside the AUC campus, the settlement holds one of the densest clusters of international and language schools in Greater Cairo — the single most common reason families give for choosing it over newer districts.

  • The deepest resale market in New Cairo

    More compounds, more listings and more transactions than anywhere else in the city. That depth matters twice: it makes a property easier to buy at a fair price, and it makes it easier to sell later.

Popular compounds and areas worth knowing

The compound market here is broad enough that the names are worth knowing before you start.

Mountain View’s earlier 1.1 and 2 are here too, and Azad, TRIO, Three Sixty, The Square, El Patio Oro, Stone Park, Lake View and Lake View Residence, Porto New Cairo and Ever New Cairo fill in around them.

Outside the gates, a large share of the settlement is standalone apartment buildings on numbered streets in the older quarters — often better value per metre, with a different service-charge and resale profile.

The office market is its own thing and worth naming separately: Cairo Business Park, the Hyde Park Business District, Trivium Square and the towers along South Teseen carry most of the settlement’s commercial space.

What to consider before buying

“Fifth Settlement” and “New Cairo” are not interchangeable

Listings and agents use the two names loosely, and a property advertised as New Cairo may sit well outside the Fifth Settlement. Confirm the actual location before you compare prices between two listings.

Road 90 is convenient and loud

The corridor that makes the settlement easy to live in also makes frontage on it noisy and busy. Interior streets a few blocks back are a very different environment for the same money.

Compound and non-compound are different markets

Gated compounds carry service charges, amenities and their own resale dynamics. Standalone buildings usually carry none of that. Both are called Fifth Settlement, and they do not price or resell alike.

Ask which phase

Several compounds here are still delivering in phases, and the difference between a delivered unit and one two years out shows up in price, in financing and in what you can actually inspect before signing.

Is the Fifth Settlement the same as New Cairo?

No. New Cairo is the city; the Fifth Settlement is its largest and most developed part, alongside the First and Third Settlements and the newer districts that have since been added. What is Road 90?

Road 90 — Teseen Street — is the settlement’s main axis, split into North and South Teseen. It carries most of the area’s retail, banking, medical and office space, and it is the reference point almost every address here is described against.

Is the Fifth Settlement a good area for investment?

It has the deepest resale and rental market in New Cairo and infrastructure that is already built, which reduces delivery risk compared with newer districts. In exchange, entry prices are higher than in areas still under development. Which trade-off suits you depends on whether you are buying to hold, to let, or to move into.

Getting the right guidance

With more compounds, more listings and more resale activity than anywhere else in New Cairo, the hard part here is not finding something — it is telling a well-priced address from a well-marketed one.
